The Retail EmployerGeneral Assembly Special Session II has ended with no new funding for Transportation

During the Special Session II beginning June 23 and ending in the early morning hours of July 10th, the Virginia Retail Federation maintained contact with members of the General Assembly from both sides of the aisle to keep a pulse on what funding vehicles were likely to be part of the final solution for the funding of Transportation.  From the beginning of the session there was opposition on both sides of the aisle for every funding measure, whether it was the gas tax, grantors tax, transient occupancy tax, titling tax or sales and use tax.  Much of the opposition to one tax or the other was dependent upon what area or region of the Commonwealth the Delegate or Senator represented.

Most everyone agrees that the Commonwealth’s transportation system has problems, whether it is the need for new roads or maintaining existing roads.  Northern Virginia and Hampton Roads are currently suffering from overdevelopment which has led to major daily backup due to an inadequate road system. The need for other alternative modes of transportation is getting neither the attention nor funding needed to develop this much needed form of transportation which will reduce the dependence on vehicular transportation.

With the transportation problem not going away, the VRF will monitor how the issues of funding transportation will be addressed in the 2009 session of the General Assembly.  It is believed that many of the tax increases proposed during the special session will reappear during the next session.  The VRF would like your input by completing a brief survey.
